Central Motor Vehicle Rules amended to revise the Emission Standards and introduce provisions regarding device for indirect vision

Ministry of Road Transport and Highways has amended the Central Motor Vehicle Rules, 1989 (“Principal Rules”) through

  • Central Motor Vehicles (First Amendment) Rules, 2024 (“First Amendment Rules, 2024”) and
  • Central Motor Vehicles (Second Amendment) Rules, 2024 (“Second Amendment Rules, 2024).

Both the above Amendments are effective immediately.

Key takeaways from the First Amendment Rules, 2024:

The following tables have been revised:

  1. Table providing for “Emission Standards for Vehicles of Category M and N with gross weight not exceeding 3000 Kg[1]APPLICABILITY OF TEST REQUIREMENTS FOR TYPE-APPROVAL-BS-VI”.
  2. Table providing for “Emission Standards for vehicles of category M and N having gross weight exceeding 3500 Kg- for APPLICABILITY OF TEST REQUIREMENTS FOR TYPE-APPROVAL-BS-V”.
  3. Table providing for “Emission Standards for Bharat Stage- VI for two wheelers vehicles: APPLICABILITY OF TEST REQUIREMENTS FOR TYPE-APPROVAL-BS-VI” has replaced “Application of Test Requirements for Type-Approval: BS-VI”.
  4. Table providing for “Emission Standards Bharat Stage-VI for three wheelers vehicle model-manufactured on or after 1st April, 2020- APPLICABILITY OF TEST REQUIREMENTS FOR TYPE-APPROVAL-BSVI”.
  5. Table providing for “Emission Standard Bharat Stage-VI for Quadricycle (Category L 7) vehicles- APPLICABILITY OF TEST REQUIREMENTS FOR TYPE-APPROVAL-BS-VI”.

Key takeaways from the Second Amendment Rules, 2024:

  1. In the Central Rules, 1989,  the words ” device for indirect vision ” has replaced “rear-view mirror”. Please note that “rear-view mirror” has been used in the reference of the following:
    1. Overall dimension of motor vehicles (Rule 93)
    2. Safety standards of components (Rule 124)
    3. Safety belt, collapsible steering column, auto dipper and padded dash boards (Rule 125)
    4. Safety belt, etc., for construction equipment vehicles and combine harvesters (Rule 125A)
    5. Bodybuilding and approval (Rule 125C),
    6. Tourist vehicles other than motor cabs, etc (Rule 128),
    7. Form 22B
  2. For L5 category (three wheeled vehicles) with body work manufactured on and after 15.01.2025, the device for indirect vision specification and installation requirements will be as specified in AIS-001 (Part 1) (Rev. 2): 2023 and AIS-002 (Part 1) (Rev. 2): 2023 standard respectively, till such time corresponding BIS specifications are notified under the Bureau of Indian Standards Act, 2016.
  3. For M and N category vehicles manufactured on and after 15.01.2025, the devices for indirect vision specification and installation requirements will be as specified in AIS-001 (Part 1) (Rev. 2): 2023 and AIS-002 (Part 1) (Rev. 2): 2023 standard respectively till such time corresponding BIS specifications are notified under the Bureau of Indian Standards Act, 2016.
  4. For L7 category vehicles manufactured on and after 15.01.2025, the devices for indirect vision specification and installation requirements will be as specified in AIS-001 (Part 1) (Rev. 2): 2023 and AIS-002 (Part 1) (Rev.2): 2023 standard respectively, till such time corresponding BIS specifications are notified under the Bureau of Indian Standards Act, 2016.
