The Department of Local Government, Chandigarh (“Department”) has, through a notification dated 5th September, 2018 rolled out the new Chandigarh Solid Waste Management Policy (“Policy”).
The Policy has been introduced to ensure scientific and systematic management of solid waste in the Union Territory of Chandigarh and applies to all waste generators under the jurisdiction of the Union Territory of Chandigarh. The policy aims to introduce an effective solid waste management plan for a city which includes proper source segregation of waste into different streams, collection and transportation mechanism and subsequently scientific processing and disposal as per Solid Waste Management Rules, 2016.
Key highlights of the Policy:
- Preference must be given to decentralize processing to minimize transportation cost and environmental impacts such as bio-methanation, microbial composting, vermin composting, anaerobic digestion or any other appropriate processing for bio stabilization of biodegradable wastes.
- 100% source segregation of solid waste is mandatory as it is a necessary step for use of all technologies for waste management across the world.
- Both decentralized and centralized approach to solid waste management have to be adopted depending upon the profile of the locality in terms of availability of land for processing waste, composition of waste, market linkages, health risks and extent of formalization of the waste management system.
