The Department of Pharmaceuticals, through a Central Sector Scheme, seeks to implement creation of identified infrastructure for Assistance to Pharmaceutical Industry for Common Facilities.
Objective:
- Strengthening the existing infrastructure facilities in order to make Indian Pharma Industry a global leader in Pharma Sector.
- Easy access to standard testing facilities and value addition in the domestic Pharma Industry through creation of common world class facilities for increased competitiveness.
- To help the pharma industry meet the requirements of standards of environment at a reduced cost through innovative methods of common Waste Management System.
- To exploit the benefits arising due to optimization of resources and economies of scale.
Key Highlights:
- The scheme would be implemented by forming an Special Purpose Vehicle (“SPV”) where minimum of 3 pharma units (including Bulk Drug and Medical Device Units) would be considered as members.
- Pharma enterprises shall hold at least 51% equity of the SPV.
- The SPV should be a clear legal entity registered under the Company Act or Registration of Societies Act.
- The Department of Pharmaceuticals will provide overall policy, coordination and management support to the Scheme
- Common Facilities under the Sub-Scheme will consist of creation of tangible “assets” as Common Facility Centers. Some of the indicative activities under the Common Facilities are:-
- Common Testing Centres
- Training Centres
- Research and Development Centres
- Effluent Treatment Plants
- Common Logistics Centres
