DGFT amends guidelines for applicants filing Form ANF-3B for claiming SEIS benefits

Directorate General of Foreign Trade ( DGFT ) has issued a Public Notice 06/2015-2020 dated 07th May, 2019 to amend Form ANF-3B for claiming Services Exports from India Scheme (SEIS) benefits under Foreign Trade Policy 2015-2020.

Key Points of the Public Notice are:

  1. Documentary evidence in the form of CA/CWA/CS Certificate will be required to be submitted by the applicants who claims the benefit of INR payments for services rendered as under Appendix-3E. CA/CWA/CS will certify that these payments in INR has been scrutinized and approved under RBI guidelines as deemed to be received and earned in foreign exchange. Previously, documentary evidence of payments approved by RBI as deemed to be received in foreign exchange was required by the applicant.
  2. A new proviso has been inserted under Annexure B of Form ANF-3B by way of which invoice matching with FIRC/proof of payment will not be required for the service categories – Medical, Dental, Hospital and Hotel and Restaurants .Instead, a consolidated statement of both the invoices and FIRCs/proof may be submitted.
