DGFT prescribes procedure for claiming MEIS benefits for exports in which e-BRC is not generated

Directorate General of Foreign Trade ( DGFT) has issued a Public Notice 08/2019-2020 to amend Para 3.01(b) of the Handbook of Procedures, 2015-20, to prescribe procedure for claiming MEIS benefits for exports realized under Para 2.52 (b) of the Foreign Trade Policy, 2015-20 and for exports in which e-BRC has not been generated by banks.

Key Points of the Public Notice are:

  1. An applicant who is claiming MEIS benefits on exports for which e-BRC (Electronic Bank Realisation Certificate) has been generated in INR and payment is made under Para 2.52(b) of the Foreign Trade Policy, 2015-20 shall be required to submit a letter from the concerned bank to the concerned RA (Regional Authority) confirming that such payment has been received through VOSTRO mechanism.
  1. An applicant who is claiming MEIS benefits on exports for which e-BRC (Electronic Bank realisation certificate) could not be generated by the concerned bank and the shipment has been made to countries other than OFAC list, then a declaration to that effect along with a self-attested copy of the proof of the payment i.e Foreign inward Remittance certificates/Statements etc is required to be submitted to the RA (Regional Authority).
