In an Order dated 31st May, 2020, the Chief Secretary of Himachal Pradesh has ordered an extension to the lockdown in the Containment Zones upto 30th June, 2020 and issued guidelines for re-opening of prohibited activities in a phased manner in areas outside the Containment Zones.
Key Highlights:
a. All inter-State movement to be regulated through passes / permits;
b. Inter-State movement of people to be regulated on a need basis subject to possession of valid passes;
c. Hotels will be opened for use of guests for non-tourism purposes such as housing of persons visiting for official, business purposes only. Local residents of Himachal may also staying Hotels;
d. Restaurants/ dhabas can serve food by operating at sixty (60) percent of the seating capacity and in accordance with the SOPs issued by the Department of tourism;

1. Orders with regard to operation of Government offices to be issued by the Department of Personnel, Government of Himachal Pradesh separately;
2. State department of Health and Family Welfare will issue detailed instructions and SOPs about quarantine)
e. SOPs have been issued with regard to:
i. movement of trains;
ii. movement of travellers through domestic flights and trains; and
iii. Inter-State movement of industrial workers, industrialists, Traders, Raw material suppliers, Service Providers, Inspecting Authorities.

f. Religious places be opened to the local residents only after necessary SOPs have been issued by the Department of Language, Art and Culture;
g. Daily/ weekend commuters through Inter-State barriers can be issued passes without any quarantine requirement; however, it will be the individual’s personal responsibility to report in case of flu or ILI symptoms;
h. Residents of Himachal Pradesh can exit the State without permit;
i. Intra-District and Inter-District movement shall be without any permit;
j. Inter-State movement of public transport bus shall remain prohibited;
k. Taxis may ply with permission from of Deputy Commissioners;
l. Pass free inter-District movement of public transport buses, private vehicles, taxis and autos shall be allowed;
m. Stage Carrier Public Transport (HRTC and Private Buses) allowed to operate with maximum 60 percent capacity;
n. The public transport taxis and private vehicles may ply on roads during the permitted hours;
o. Persons coming from high load COVID-19 infected cities will be institutionally quarantined;
p. All asymptomatic persons coming from other States / cities/ abroad will be home quarantined as per MoHFW guidelines;
q. Symptomatic persons with ILI symptoms to be kept at institutional quarantine facilities;
r. Persons jumping home quarantine shall be taken to institutional quarantine facilities;
r. Educational institutions may not be used as quarantine centres;
s. Those asking for better facilities may be quarantined in paid facilities;
Along with the above-mentioned modifications, the MHA Unlock 1.0 Order dated 30.05.2020 shall be applicable.
