The Industries, Energy and Labour Department, Maharashtra in accordance with the Department of Industrial Policy and Promotion’s (“DIPP”) proposal to develop a single integrated annual return under various labour laws has directed all users to avail services online through e-payment and submit the single integrated annual return digitally on the Learning Management System Portal [LMS Portal]. Along with the annual return, the services that are deployed on the LMS Portal include obtaining Registration, License and making amendment to the Registration Certificate or the License under various labour laws.
Background:
Previously, DIPP, as a part of Business Reforms Action Plan (“BRAP”) 2015-16 had suggested some inspection reforms based on the principles of transparency, streamline risk- based regulation and automation which includes uploading procedures, mandating time lines, risk rating of business automating process. Pursuant to BRAP 2015-16, and in line with it, BRAP 2018-19 proposal came into being for developing a single integrated annual return and its online submission with all relevant payments under sundry labour laws.

- The Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act,1996
- The Inter State Migrant Workmen Act, 1979
- The Payment of Wages Act, 1936
- The Industrial Disputes Act, 1947
- The Minimum Wages Act, 1948
- The Maternity Benefit Act, 1961
- The Payment of Bonus Act, 1965
- The Payment of Gratuity Act,1972
- The Building and other Construction Workers Welfare Cess Act,1996
