In view of the surge in COVID-19 positive cases, lockdown measures have been implemented in Bengaluru area comprising of BBMP area, Bengaluru Urban District and Bengaluru Rural District effective since 8 pm on 14th July, 2020 to 5 am on 22nd July, 2020.
Key Highlights:
1. Commercial and Private establishments to be closed except the following (outside Containment Zones):
a. Telecommunication, broadcasting and cable services, IT and IT enabled services allowed to operate with minimum staff for essential purposes. Work from home has been encouraged;
b. Print and electronic media allowed to operate;
c. Banks, insurance offices and ATMs have been allowed to operate;
d. Capital and debt market services notified by SEBI have been allowed to operate;
e. Delivery of Goods by E-commerce companies have been allowed;
f. Private security services permitted to operate;
g. Cold storage and warehousing services have been allowed;
h. All food processing and related industries;
i. All facilities in the supply chain of essential goods, whether involved in manufacturing, wholesale or retail of such goods through local stores, large brick and mortar stores or e-Commerce companies have been allowed to operate while adhering to National Directives for COVID-19 management;
j. shops including ration shops (PDS) dealing with fruits and vegetables and other essential items allowed to operate between 5 am and 12 pm and home delivery of essential items will be encouraged;
All other establishments should encourage employees to work from home;
2. Industries / Industrial establishments (both government and private) like continuous process production units, food processing industries, manufacturing of essential goods, manufacturing of packaging materials along with industrial establishments with access control are allowed to operate;
3. Manufacturing and other industrial establishments with access control in Special Economic Zones (SEZs) or outside municipal limits and Export Oriented Units (EoUs), Industrial townships to operate while adhering to National Directives for COVID-19 management;
4. Construction activities where workers are available on site has been allowed;
5. Production units which require continuous process and their supply chain have been allowed to operate;
6. Food processing industries, manufacturing of essential goods including drugs, pharmaceuticals, medical devices, their raw materials and intermediates have been allowed to operate;
7. Manufacturing of packing materials has been allowed;
8. Offices of State as well as Central Government will remain closed except for Health, medical Education, Police, Defence, Offices operating and maintaining essential services, etc (outside containment zone);
9. All Health services (including AYUSH and Veterinary Hospitals) to remain functional outside Containment Zones, such as nursing homes, clinics, labs, pharmacies, chemist, manufacturing units of drugs etc. In addition to this, movement (inter-intra state and inter-intra district) of all medical, paramedics, nurses etc is allowed;
10. Agricultural and related activities such as farming operations, mandis, vegetable and fruit markets, shops of agricultural machinery, movement (inter-intra state and inter-intra district) of harvesting and sowing related machines like combine harvester and other machinery is allowed. Further, fishing related activities and activities related to animal husbandry will remain functional;
11. Operation of homes for children/disabled/mentally challenged/senior citizens/destitutes/women/widows etc., observation homes/care homes, provident fund services provided by EPFO, Angawadis and MNREGA works are allowed but only outside containment zones;
12. Movement of all types of goods through trucks (including empty trucks), railways and air is allowed;
13. The following activities are prohibited throughout Bengaluru area –
a. Flights and trains already scheduled will continue to operate during this Lockdown period. Flight and train tickets to serve as passes for movement of persons by taxis / cab aggregators / autorickshaws to board flight and trains. No new flights or trains will be permitted;
b. Metro rail services;
c. Taxis including auto rickshaws and cab aggregators, except for emergency purpose;
d. educational institutions etc.
e. Hotels, restaurants and hospitality services except for housing police, healthcare workers and stranded persons. Hotels and restaurants will be permitted to operate kitchens for takeaway/home delivery of food items only.
f. All cinema halls, shopping malls, gyms, sports complexes and similar places.
g. All social/political/sports/entertainment / academic / religious functions and other gatherings/large congregations.
h. All religious places/places of worship will be closed for public and religious congregations have been strictly prohibited.
14. Movement of people:
a. No movement of people by KSRTC, BMTC, Private buses or passenger vehicles have been allowed; except as permitted under the guidelines;
b. Inter-State and intra-State movement has been allowed only in cases of emergency. Passes for movement may be obtained through Seva Sidhu portal;
c. Intra-district (within Bengaluru area) movement of passenger vehicles and buses only in emergency cases or for permitted activities under these guidelines;
d. Movement of passenger vehicles to and from Bengaluru area shall be allowed only in case of emergency after obtaining valid passes and strictly adhering to the prevailing SOPs/guidelines issued by Department of Health and Family Welfare;
e. Movement of personnel traveling with valid ID card issued by their Organization / Institution to the place of work and back for permitted activities in these guidelines;
15. In Containment Zones only essential activities will be allowed;
16. Persons above the age of 65, persons with co-morbidities, pregnant women and children below the age of 10 years should stay at home except for essential activities and health purposes;
17. Employers to ensure Aarogya Setu App is installed by all employees;
18. Any person violating these measures along with National Directives for COVID-19 Management will be liable to be proceeded under provisions of the Disaster Management Act, 2005 besides legal action under the Indian Penal Code, 1860.
In addition to the above-mentioned, the Commerce and Industries Department has issued a list of essential Industries / Industrial Establishments (both government and private) which can operate in Bengaluru Urban and Rural Districts (outside containment zones).
Along with the list of industries allowed to, the following clarification has been issued for operation of industries during lockdown –
1. Bengaluru Urban, Rural, Ramanagar, Kolar, Chikkaballapur and Tumakur Districts will be considered as one unit for movement and transportation of people from Bengaluru and vice-versa
2. Employees/workers working in these industries are allowed to travel with valid ID card issued by their industry to the place of work and back.
