MeitY notifies Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Amendment Rules, 2025; introduces streamlined application and approval for private sector use of Aadhar for authentication

The Ministry of Electronics and Information Technology (“MeitY”) has notified the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Amendment Rules, 2025 under the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016.

Key Highlights:

  1. Expansion of Aadhaar authentication: Expands the scope and utility of Aadhaar authentication beyond government entities, enabling both government and non-government organizations to use Aadhaar for improving service delivery.
  2. Streamlined process for approval: Entities which intend to use Aadhaar authentication are required to apply to the relevant ministry or department of the Central or State Government. The application, including the intended requirements, are required to be submitted through a designated portal. The UIDAI (Unique Identification Authority of India) will examine the application, and based on its recommendation, MeitY will issue an approval. After approval, the concerned ministry or department will notify the entity for the usage of Aadhaar.
