With reference to Guidelines for Surveillance, Containment and Caution (“Guidelines”) which were issued by the Ministry of Home Affairs (“MHA”) on 27th January, 2021 and were further extended upto 31st March, 2021 through an Order dated 26th February, 2021; the Union Home Secretary, Government of India, has written to the Chief Secretaries of States and the Administrators of Union Territories, directing them to ensure compliance with the Guidelines and strict implementation of COVID appropriate behaviour, such as wearing of face masks, hand hygiene and social distancing, keeping in view the fresh surge of cases and upcoming festivals.
The Chief Secretaries of States and Administrators of Union Territories have been further directed to take necessary measures for creating awareness among people to follow COVID appropriate behaviour and simultaneously take necessary action for strict enforcement, in order to fully overcome the pandemic.
Further, necessary Orders / guidelines, issued by the respective State Governments / UT Administration in this regard, should be widely disseminated to the public and to the field functionaries for implementation.
Background:
State / UT Governments have been mandated to take necessary measures to promote COVID-19 appropriate behaviour and ensure wearing of face masks, hand hygiene and social distancing. Further, these measures on COVID appropriate behaviour are also included in the National Directives for COVID-19 Management, which have to be strictly followed throughout the country.
