Government of Puducherry has issued Unlock 3 guidelines for Puducherry and Karaikal region (Mahe and Yanam regions excluded), with effect since 1st August, 2020 till 31st August, 2020.
With a view to curb the spread of COVID-19, the Puducherry Government has issued the following guidelines –
1. Night Curfew imposed from 10 pm to 5 am till 31st August, 2020 for all type of movements except for those specifically permitted.
Note: Night Curfew is not applicable for travellers those who are in transit.
2. Installation of Aarogya Setu App –
a. Employers to ensure on best effort basis that Aarogya Setu App is installed by all employees having compatible mobile phones;
b. Individuals have been advised to regularly update their health status on the app, which shall facilitate timely provision of medical attention to those at risk.
3. The following restrictions in Puducherry and Karaikal region (except Mahe and Yanam) will be in force –
a. All shops and establishments (including petrol pumps, milk booths, dining in hotels and restaurants) will function between 6 am till 9 pm only;
b. Liquor shops will open as per license condition and will close by 9 pm;
c. Whole sale and retail shops/pharmacies are permitted to be open without any restriction.
Furthermore, there shall be restriction on inter-State / inter-District movement of persons without separate permission / approval / e-permit.
4. In areas outside the Containment Zones, all activities are allowed except the following –
a. International air travel of passengers except as permitted by MHA;
b. School, colleges, educational and coaching institutions will remain closed till 31st August, 2020. Online / distance learning will continue to be permitted and continue to be encouraged;
c. Cinema halls, swimming pools, entertainment parks, theatres, bars, auditoriums, assembly halls and similar places;
d. Social / Political / Sports / Entertainment / Academic / Cultural / Religious functions and other large congregations.
5. Lockdown in Containment Zones –
a. Lockdown will continue to be implemented in Containment Zones till 31st August, 2020;
b. In Containment Zones only essential activities will be allowed. There will be strict perimeter control to ensure that there is no movement of people except for medical emergencies and for maintaining supply of essential goods and services;
c. Containment zones will be demarcated by the District Authorities after considering the guidelines of MoHFW so as to break the chain of transmission;
d. Activities in Containment Zones will be strictly monitored and buffer zones outside these zones will be identified by the Duty Magistrate-cum-Incident Commanders;
6. Independence Day functions at National, State, District, Sub-Division, Municipal and Panchayat levels and ‘At Home’ functions, wherever held will be allowed with social distancing and by following health protocols. MHA letter no 2 / 5 / 2020 – Public dated 20.07.2020 is to be adhered to in this regard.
7. Some points to note –
a. Movement by passenger trains and Shramik special trains; domestic passenger air travel; movement of Indian Nationals stranded outside the country and of specified persons to travel abroad; evacuation of foreign nationals; and sign-on and sign-off to Indian seafarers will continue to be regulated as per SOPs issued;
b. Persons above the age of 65 years, persons with co-morbidities, pregnant women and children below the age of 10 years are advised to stay at home except for essential and health purposes;
c. Guidelines issued by MHA under Disaster Management Act, 2005 shall not be diluted in any manner;
d. Any person violating these measures will be liable to be proceeded against as per provisions of the Disaster Management Act, 2005 besides legal action under Section 188 of the IPC and other legal provisions.
