The Telecom Regulatory Authority of India (“TRAI”) has in a notification dated 15th February, 2021 directed that all Access Providers will have to submit compliance reports, on quarterly basis, separately for each calendar month in every quarter as per the performances monitoring report (“PMR”) format as mentioned in Annexure I, II, III, IV, V and VI of the notification as a part of the Standard Code of Practice for periodic reporting, within a period of 21 days of quarters ending on 31st March , 30th June, 30th September and 31st December of a particular year respectively, starting from report for the quarter ending on 31st March, 2021.
Background :
TRAI had issued a direction on 6th August , 2019 to all access providers, to submit the following compliance reports with effect from month ending September, 2019 on monthly basis, within 10 days from the end of each month :
- a) Performance Monitoring Reports as per the formats specified in Annexures I & II of this direction, in writing duly signed by the authorized signatory and also electronically.
- b) Performance, Monitoring Reports as per the formats specified in Annexure III, IV, V & VI of this direction, is to be submitted electronically.
However, after the issuance of this direction, access providers submitted to the Authority for a change in the PMR format and therefore after reviewing the existing format , the authority opined that consolidated LSA wise reporting of complaints by both Originating Access Provides (OAP) and Terminating Access Providers (TAPs) are required to monitor overall performance of the measures as taken by the Access Providers.
