The Telangana State Disaster Response and Fire Services Department (“Department”) has through a Circular dated 28th January 2020, issued certain instructions with respect to Fire Prevention and Life Safety Measures in all High-Rise Buildings / Non- High-Rise Buildings.
In accordance with Section 19 of the Telangana Fire Service Act, 1999 (“Act”), the Department has notified that the owner and occupier of all High-Rise Buildings, that have obtained a No Objection Certificate from the Department to upload a certificate on the website of Telangana Fire Service Department. The certificate that is uploaded on the website must be in the format prescribed in the circular and be obtained from 3rd party Fire Safety Auditor / Consultant.
The certificates need to be uploaded annually or half yearly depending on the nature and height of the Building –
- Residential buildings of 30-45m height, Business Mercantile, Educational, Industrial buildings above 15-30m height, hotels up to 30m height shall upload the Certificate once in every year i.e. in January.
- Residential buildings of 45m height, Business Mercantile, Educational, Industrial buildings above 30m height, Hotels above 30m height, Malls & Multiplexes, Hospital buildings above 15m height shall upload the Certificate once in every six months i.e. in January and July.

Sec 19 of the Act
Owner’s or occupier’s liability to provide for fire prevention and fire safety measures:-
- The owner or occupier or both, of a building or part thereof shall provide fire safety measures in it and maintain them in good repair and efficient condition at all times, in accordance with the building bye-laws :
Provided that, the owner, or occupier of the building or part thereof, the construction of which was completed on or before the date on which this Act comes into force or which was under construction on such date shall undertake and carry out such additional fire prevention and fire safety measures, required under the building bye-laws in force, as are specified in the notice served on him under Section 21.
- No person shall tamper with, alter, remove or cause any injury or damage to any fire prevention and fire safety equipment installed in any building or part thereof or instigate any other person to do so.
