The Ministry of Road Transport and Highways (“Ministry”) has extended the validity of fitness certificate, all types of Permit, Learner’s license, Driver’s license, Registration certificate or any such document whose extension of validity could not or is not likely to be granted due to restrictions imposed during the lockdown (may have expired since 1st February 2020 or will expire at any time till 30th September 2020), till 30th September 2020.
Background:
In light of the difficulty faced by people in renewal of validity of various documents related to Motor Vehicles Act, 1988 and allied Rules, the Ministry had issued an advisory to the States and Union Territories stating that the certificate of fitness, all types of permits, driving license, registration certificates which were valid till 1st February 2020 or would expire by 30th June 2020, be treated as valid till 30th June 2020.
Additionally, in order to facilitate the citizens during COVID-19, the Ministry had issued a Notification prescribing that the fees paid for any of the activities mentioned under Rule 32 and Rule 81 (for example: Issue of learner’s license; Issue of driving license; Renewal of license etc), including the renewals, and if the activities are not completed due to COVID-19, the fees that were paid would continue to remain valid. Also, additional or late fees are not be charged for delay in payment of fees till 31st July 2020.
The Ministry has requested the States and Union Territories to consider provisions available under the Motor Vehicles Act, 1988 or under other Acts for considering relaxation in requirement of permit, or fees or taxes for renewal/ penalty for permits etc.
