The Press Information Bureau has put up information on its website regarding a briefing given to the media by the Expert Committee (“EC”) on Non-Personal Data Governance Framework, on various aspects of “Data Governance – Non Personal”.
The EC touched upon the following with regard to Non – Personal Data (“NPD”):
a. An attempt to define NPD;
b. Concept of community data and the appropriate rights and privileges over this data;
c. Defined three categories of data – Public, Community and Private;
d. Definition of a new concept called Data Business;
e. Open access meta-data registers;
f. Consent for anonymisation of data;
g. Sensitivity of NPD; and
h. Defined purposes for data sharing as sovereign purpose, core public interest purposes and economic purposes.
The EC also addressed queries of media on sharing of raw data and derived data, regulatory aspects of NPD, harnessing the economic value of data and various legal aspects related to digital regulatory framework to promote the use of NPD towards the benefit of Indian people and society.
The EC further went on to request the media to encourage more and more stakeholders to participate in the ongoing consultation on a draft report. The last date of providing views is 13th August, 2020. The views may be provided through the following link:
