Public comments invited on draft Static and Mobile Pressure Vessels (Unfired) Rules (Amendment), 2024 till 15th June, 2024

The Department for Promotion of Industry and Internal Trade (“DPIIT”) has invited comments on the draft Static and Mobile Pressure Vessels (Unfired) Rules (Amendment), 2024 (“Draft Amendment Rules”) by 15th June, 2024. The Draft Amendment Rules propose to further amend the Static and Mobile Pressure Vessels (Unfired) Rules, 2016.

Objections and suggestions in respect of the Draft Rules may be sent to the Deputy Secretary (Explosives), Department for Promotion of Industry and Internal Trade, Ministry of Commerce and Industry, Room No. 204, Vanijya Bhavan, New Delhi – 110011 or sent by email at expl-dipp@nic.in.

Key Highlights:

  • Compressed Hydrogen Gas (CHG) cylinder is proposed to be introduced under the ambit of Gas cylinder. Further, it is proposed that the diameter of cylinders for storage and filling of CHG which does not exceed 60 cms.
  • “Green Hydrogen” (produced using renewable energy) is proposed to be introduced.
  • “Liquefied Hydrogen (LH2)” (produced by liquifying hydrogen gas and Green Hydrogen) is proposed to be introduced.
  • Introduction of new definitions related to Compressed Hydrogen Gas.
  • The Draft Amendment Rules propose to introduce the procedure for submission of all documents and drawings of any transaction or license form in online mode.
  • It is proposed that LH2 or compressed hydrogen gas dispensing station shall be standalone premises.
  • It is proposed that the dispenser for dispensing of LH2 or compressed hydrogen gas shall be designed, constructed, tested and maintained as per provisions of the Schedule V of these rules and ISO 19880 or NFPA-2 and of the type approved by the Chief Controller of Explosives.
  • Introduction of Auto LNG or LH2 or compressed hydrogen not to be filled while the motor vehicle is running.
  • It is proposed that for filling and storage of flammable gas in cylinder, all the electrical components such as meter, distribution board, junction box, switches, fuses, terminals, plugs, sockets, electric fittings, fixed lamps, portable hand lamps, motors, etc shall be in accordance with ÏS/IEC or IEC or EN 60079 series standards and of the type approved by the Chief Controller of Explosives.
  • It is proposed that, hazardous area and zone shall refer to classification IS/IEC 60079-10 or IEC 60079-10 or NFPA-2 or ISO 19880 or any other standard accepted to the Chief Controller.
  • Introduction of other documents to be submitted for seeking approval of specification and plans of vessels and premises proposed to be licensed.
  • The Draft Amendment Rules propose to introduce premises where ‘No objection’ certificate is not required, further it also proposes to introduce premises where No objection certificate is required.
  • It is proposed that every license or approval granted under these rules shall be cancelled, if the licensee ceases to have any right to the site of the licensed or approved premises for storage of compressed gas.
  • Schedule V has been proposed to be introduced for providing conditions and standards of LH2 Storage, Handling, Transportation, Operation, Maintenance And Dispensing.
