The Labour Employment Training and Factories Department, Telangana (“Labour Department”) has recently in a notification dated 7th March, 2019 introduced third party inspection & certification for installed boilers during use in the Telangana State by Boiler Operation Engineer (“BOE”) to improve Ease of doing Business in the State. This introduction has been done in line with Business Reform Action Plan, 2019 (“BRAP 2019”).
The Government has decided that to enable rapid industrialization in Telangana, and so thought it was necessary to introduce a provision for Third Party Inspection & Certification for installed Boilers during use in Telangana by BOE with certain qualifications as recommended by the Department of Industrial Policy and Promotion BRAP, 2019.
The qualifications prescribed for BOEs are as follows:
(a) Must be a graduate in Mechanical / Production / Power Plant / Metallurgical engineering from a recognized institution.
(b) Must have minimum 5 years of experience in the field related to boilers.
The owner of boiler may apply to a BOE for renewal at least 15 days before expiry of certificate, to carry out the renewal inspection & certification of boilers during use in the State of Telangana. After applying to a third party, the owner of boiler will have to inform the Director of Boilers through boilers website (www.tsboilers.cgg.gov.in) or Telangana single window website (www.ipass.telangana.gov.in) along with the qualification certificates of the BOE by duly paying the boiler renewal fee as mentioned in Annexure IV of the hyperlinked document below.
