Amendments to the Plastic Waste Management Rules, 2016 notified; PIBOs directed to provide specified information in a barcode or Quick Response code printed on the plastic packaging w.e.f. 01.07.25

With a view to amend the Plastic Waste Management Rules, 2016 (“Rules”), the Ministry of Environment, Forest and Climate Change has notified the Plastic Waste Management (Amendment) Rules, 2025 (“Amendment”). The amended provisions are effective immediately.

Key Highlights:

  • From, 1st July, 2025, the Producers, Importers and Brand Owners (“PIBOs”) have been directed to provide information such as name, registration number, name of manufacturer and any other information that is required to be provided under the provisions of the Rules related to marking and labelling in the following:
  1. in a barcode or Quick Response code printed on the plastic packaging;
  2. in the product information brochure;
  3. print on the plastics packaging the unique number issued under any law for the time being in force, wherein, the marking and labelling provisions are required to be fulfilled before issuance of such a number.
  • The details of publishing of a barcode or QR code, brochure or unique number must be intimated to the Central Pollution Control Board (“CPCB”) by the PIBOs;
  • CPCB has been directed to publish a list on its website of such PIBOs who have provided the details and update the same on a quarterly basis.
