In a recent order dated August 31, 2018, the District Magistrate, Chandigarh has directed all owners/managers/care-takers, etc. of Hotels/Restaurants/Guest Houses/Sarais, etc. in Chandigarh to obtain identity proof from the visitors/customers/guests who stay in their establishments, in the interest of safety and security of the general public of Chandigarh.
The DM has directed all such owners/managers/care-takers etc.to:
- prohibit the stay of any unknown person, whose identity has not been established, in their premises
- maintain a register for the identity of the visitors/customers/guests
- make an entry in the handwriting of the visitor/customer/guest, mentioning his/her name, address, telephone number and identity proof along with his/her signature, in such register
- ensure that the identity of any visitor has been established through one or more of the following:
- Aadhar Card;
- ldentity Card;
- Voter Card;
- Ration Card;
- Driving Licence;
- Passport; and
- photo Credit Card
The order will come into force on September 8, 2018 and remain in effect till November 6, 2018.
Background:
The DM had received suggestions from the Police authorities of Chandigarh that there is an apprehension that anti-social elements may make their temporary hideouts in the Hotels/Restaurants/Sarais/Guest Houses, etc. in Chandigarh and hence there is a possibility that the unlawful activities of these people can pose grave danger towards human life & safety and can cause damage to public property in Chandigarh.
Hence, the DM, for the purpose of preventing any type of terrorist acts, breach of peace, disturbance of public tranquillity and damage to public property, issued this Order under Section 144 of Cr.P.C.
