Factories must have a display board displaying all information related to effluent discharge, air emissions, and waste generated in the factory premises; CPCB directs SPCBs to ensure compliance during inspection

Through a communication dated 20th January, 2020, the Central Pollution Control Board (“CPCB”) has informed all State Pollution Control Boards (“SPCBs”) to ensure the presence of a display Board outside the factory gate of industries while carrying out inspections.

The display board must contain all information related to details of Consent to Operate, operational status, production details, effluent discharge, air emissions and waste generated in the factory premises. The CPCB has further issued a format in which such display has to be made.

Therefore, now, all factories will have to display a Board in the said format with the necessary information outside their gates.

Please note that the format is annexed with the communication dated 20th January, 2020 (please refer to the attached document).

Background:

In the matter of Rajiv Narayan & Anr vs. Union of India, the Hon’ble National Green Tribunal (“NGT”) in its order dated 28th August, 2019 had directed all SPCBs to comply with the recommendation of the Monitoring Committee related to display of boards outside the factory.

Pursuant to the order of the Hon’ble NGT, the present format of display Board has been issued.
