The Ministry of New and Renewable Energy (“MNRE”) has through a Memorandum dated 2nd February 2021 (refer to Memo I of the attachment), decided to modify Point 3 of the Approved Models and Manufacturers of Solar Photovoltaic Modules (Requirement for Compulsory Registration) Order, 2019 which shall now be read as:
‘Accordingly, the Ministry of New and Renewable Energy (MNRE) has decided to enlist the eligible models and manufacturers of Solar PV Cells and Modules complying with the BIS Standards and publish the same in a list called the “Approved List of Models and Manufacturers” (ALMM). Only the models and manufacturers included in this list will be eligible for use in Government / Government assisted Projects / Projects under Government schemes & Programmes, installed in the country, including Projects set up for the sale of electricity to Government under the Guidelines issued bp Central Government under section 63 of the Electricity Act 2003 and amendment thereto. The word “Government” shall include Central Government, State Government, Central Public Sector Enterprises, State Public Sector Enterprises and Central and State Organizations / Autonomous bodies’.
Further, the ALMM Order, in respect of List I (Modules) or List 11 (Cells) shall be applicable only on the projects for which the bids are issued after one month of publication of such List.
Also, MNRE has, through another Memorandum dated 2nd February 2021 (refer to Memo II of the attachment), revised the inspection fee for manufacturing capacity up to 50 MW has to Rs. 2.5 Lakhs from existing Rs. 5 lakhs. Accordingly, para 4.2 of the Order now stands modified as follows:
