Public comments and suggestions invited by FSSAI on the draft Food Safety and Standards (Food Products Standards and Food Additives) Amendment Regulations, 2020; comments to be submitted by 25th December, 2020

The Food Safety and Standard Authority of India (“FSSAI”) has published the draft version of Food Safety and Standards (Food Products Standards and Food Additives) Amendment Regulations, 2020 (“Draft Regulations”) which proposes to further amend the Food Safety and Standards (Food Products Standards and Food Additives) Regulations, 2011 (“Regulations”).

Objections or suggestions have been invited from public on the Draft Regulations. Suggestions / views / objections on the Draft Regulations may be addressed to the Chief Executive Officer, Food Safety and Standards Authority of India, FDA Bhawan, Kotla Road, New Delhi- 110002 or e-mailed to regulation@fssai.gov.in by 25th December, 2020.

The Draft Regulations will come into force either on 1st January or 1st July subject to a minimum of 180 days from the date of their final publication in the official Gazette

Key highlights:

1. Definition of “Raw edible oils” has been introduced;

2. The term “Blended Vegetable Oil” has been replaced by “Multi-sourced Edible vegetable Oil” under Regulations related to Fats, Oils and Fat Emulsions;

3. Descriptions of the following food items have been updated:

i. Dehydrated Vegetables;
ii. Protein rich atta (Protein prachur atta);
iii. Protein rich refined wheat flour (Protein prachur maida);
iv. Multigrain Atta and Wheat flour (atta) with other grain flour;
v. Mixed Millet Flour;
vi. Dried Sweet Basil Leaves;
vii. Hemp seeds and seed products;

4. Labelling provisions for honey has been prescribed for:

i. Honeydew honey;
ii. Blend of Honeydew Honey and Blossom Honey;
iii. Carvia Callosa Honey;
iv. Monofloral Honey;
v. Multi Floral Honey;

5. In Appendix B of the Regulations, after Table related to ‘Reference Test Methods’ in the Table 8B, related to Microbiological Standards for Egg and Egg Product, a new table pertaining to Microbiological Standards of Food Grains Products – Process Hygiene Criteria (Table 9A) and Microbiological Standards of Food Grains Products – Food Safety Criteria (Table 9B) have been introduced.
