DGFT further bought clarification regarding the appropriateness of EPC’s issuing RCMC’s

Directorate General of Foreign Trade ( DGFT) has issued a Trade Notice 17/2019-2020 dated 22th May, 2019 to bring a further clarification in regard to the appropriateness of EPC’s (Export Promotion Council) issuing RCMC’s (Registration Cum Membership Certificate) under Para 2.56 of Foreign Trade Policy, 2015-20 read with Para 2.94 of Hand Book Procedures, 2015-20.

The key points of Trade Notice are:

1) An entity requires only one RCMC from its relevant EPC (Export Promotion Council) as per Appendix-2T. Further, on an optional basis it can keep on adding any number of businesses later on.

2) An entity having RCMC for goods from a particular EPC/FIEO has been dispensed away with the requirement of obtaining a second RCMC from SEPC (Service Export Promotion Council) if it export services subsequently. However, the membership with SEPC has been kept on an optional basis for such case.
