Govt. of Maharashtra eases restrictions and rolls out guidelines on phase-wise opening of Lockdown (Mission Begin Again); guidelines effective till 31st October, 2020

In continuation of the earlier Order, the Department of Revenue and Forest, Disaster Management, Relief and Rehabilitation, Government of Maharashtra has issued guidelines on Easing of Restrictions and Phase-wise opening of lockdown (Mission Begin Again). The Guidelines will remain in effect till midnight of 31st October, 2020.

The guidelines have been issued to contain the spread of COVID-19 infection in the State and further easing of these guidelines will notified from time to time.

Key highlights of the Guidelines

1. The following activities will be allowed to operate –

a. All industrial and manufacturing units of non-essential items in Mumbai Metropolitan Region are allowed to operate.
b. Hotels / Food Court / Restaurants and Bars are allowed to operate from 5th October, 2020 with capacity not exceeding 50% or as may be prescribed by the local authorities.

2. The containment zones demarcated by Government in the State will be in force till further Orders.

3. National Directives for COVID-19 management will be strictly followed at all times.

4. Activities which will remain prohibited across the State –

a. Schools, colleges, educational and coaching institutions will remain closed till 31st October, 2020, however, online / distance learning will continue to be permitted.
b. Cinema halls, swimming pools, entertainment parks, theatres (including that in malls and market complexes), auditoriums etc.
c. International air travel of passengers except as permitted by MHA.
d. Metro rail.
e. Social / political / sports / entertainment / cultural and other large congregations.

5. All essential shops which were allowed to open before will continue to do so.

6. There will be free movement of oxygen carrying vehicles within and out of the State without any restriction of timings. Also there will be no restrictions on oxygen manufacturers and suppliers.

7. All train originating and ending their journey within the State will be restarted with immediate effect subject to protocols laid down by the State and Central Government.

8. Dabbawalas in the MMR region will be allowed in local trains after procuring QR codes from the Office of the Commissioner of Police, Mumbai.

9. Local trains in Pune region will be resumed as per protocols and procedures laid down by the Government.

10. Any other allowed and permitted activity by any specific / general Order will continue to operate.

Any person violating these guidelines will be liable to be proceeded against as per the provisions of Section 51 to 60 of the Disaster Management Act, 2005 besides legal action under Section 188 of the IPC.
