Ministry of Steel notifies the Steel and Steel Products (Quality Control) Order, 2020 in supersession of earlier Order dated 17th July, 2020; prescribes applicable standards for steel and steel products; effective in 8 tranches

The Ministry of Steel has notified the Steel and Steel Products (Quality Control) Order, 2020 (“Order”) prescribing standards for steel and steel products. The present Order is in supersession of earlier Order dated 17th July, 2020.

1. The specified standards for the first 53 items and item at serial numbers 56 to 59, 61, 63, 65, 66, mentioned in table 1 has come into effect since 13th November, 2020.

2. For items mentioned in serial numbers 54 and 55 of table 1, the specified standards will come into effect from 23rd April, 2021;

3. For items mentioned in serial numbers 60, 62 and 64 of table 1, the specified standards will come into effect from 23rd January, 2021;

4. For items mentioned in serial numbers 67 to 91 of table 1, the specified standards have come into effect from 15th November, 2020;

5. For items mentioned in serial numbers 92 to 111 of table 1, the specified standards will come into effect from 26th February, 2021;

6. For items mentioned in serial numbers 112 and 113 of table 1, the specified standards will come into effect from 17th January, 2021;

7. For items mentioned in serial numbers 114 to 144 of table 1, the specified standards will come into effect from 13th May, 2021 i.e., 6 months from date of publication of this Order;

8. The Standards relating to Stampings/ laminations/ cores of transformers (with or without winding) will come into effect from 31st December, 2020;

9. The Standards relating to Stainless Steel Pipes and Tubes have been effective since 13th November, 2020.

10. For the items mentioned below, the standards will come into effect from 17th January, 2021 –

a) Tanks, Casks, Drums, Cans, Boxes And Similar Containers, (Other Than Compressed Or Liquefied Gas), of tin plate or tin free steel of Capacity 50 litre or more but not Exceeding 300 L;
b) Tanks, Casks, Drums, Cans, Boxes And Similar Containers, (Other Than Compressed Or Liquefied Gas), Tin plate and tin free cans of capacity less than 50 litre which are to be closed by soldering or crimping;
c) Stoppers, caps and lids (including crown corks, screw caps and pouring stoppers), capsules for bottles, threaded bungs, bung covers, seals and other packing accessories, of base metal, Pilfer proof caps for packaging, all sorts, with or without washers or other fittings, of cork, rubber, polyethylene or any other material and Other seals of tin plate and tin free steel;
d) Sign-plates, name-plates, address plates and similar plates, numbers, letters and other symbols of tin plate and tin free steel.
e) Primary cells and primary batteries parts.

Note: These standards shall not apply to steel and steel products manufactured domestically for export and therefore needs to conform to other specifications required by a foreign buyer.
